Understanding the New Hillsborough County Towing Ordinance

Talks are underway to revisit some of the changes recently made to Hillsborough County’s Trespass Towing Ordinance that impact property owners. At this time we anticipate the ordinance will be amended, so the webinar will not be rescheduled until we are certain of its final content. Please check back for updates.
On August 6, the Hillsborough County Commission adopted an ordinance updating the County’s trespass towing regulations. A copy of the ordinance is available here.
This ordinance reflects the new State statute on trespass towing, which was intended to address predatory towing. The County added two additional changes - and require authorization by the property for each car towed and a mandatory 15-minute wait period for towing operators before they can request such authorization. We believe these additional will impact operational costs for property owners who contract with towing operators to enforce their parking rules, increase the presence of towing operators on property, and potentially increase legal liability for properties.
